C&T Enterprises, Inc. (C&T) provides shared management and support services to its parent electric cooperatives, their telecommunications affiliates, and its utility subsidiaries. We are currently seeking a full-time Technical Trainer to join our team at Valley Energy Company.

Location: This position will be located at the Valley Energy headquarters in Sayre, PA.

Reporting Structure: This position reports to the Director of Training & Pipeline Safety for Valley Energy.

Primary Function: This position is responsible for planning, designing, developing, implementing, and directing technical training and development programs, and coordinating training for company employees and outside stakeholders. The role utilizes both classroom and on-the-job training, incorporating conceptual and hands-on instruction to improve individual performance, with a focus on quality and safety. Development and evaluation of tests, tools, materials, equipment, standards, and procedures will also be required.

Qualifications and Skills:

To be successful in this role, the candidate should have the following qualifications and skills:

  • Technical school or high school diploma
  • An associate’s degree with 3+ years of experience in a relevant technical trade or an equivalent combination of education and relevant work experience
  •  A bachelor’s degree in engineering, instructional design, or other relevant areas of study is preferred
  • Experience in compliance, internal audit, and operations, Pipeline and Hazardous Materials Safety Administration, Title 49 of the Code of Federal Regulations (CFR), Part 192 (PHMSA 192), New York Public Service Commission (NY PSC), and the Pennsylvania Public Utility Commission (PA PUC) regulations pertaining to natural gas distribution
  • Experience in safety-related regulations, such as Occupational Safety and Health Administration (OSHA) and all current and applicable state-mandated regulations
  • Ability to learn, comply with, and educate the workforce on future and applicable state-managed regulations
  • Demonstrated knowledge of quality assurance and quality control processes, including independent risk evaluation, implementation of plan processes and procedures, evaluation of program effectiveness, and overall plan implementation
  • Demonstrated knowledge of public utility regulations and company procedures relative to engineering standards, construction specifications, and recordkeeping
  • Demonstrated knowledge of natural gas distribution materials used in pipeline construction and maintenance
  • Exceptional facilitation and presentation skills, with proven ability to deliver clear, engaging presentations in both virtual and in-person settings
  • Motivated self-starter with excellent project management, organizational, and time management skills
  • Ability to work independently with minimal guidance to complete complex compliance tasks requiring sound judgment and understanding of policies and procedures, and regulations
  • Skilled in applying code requirements to operational practices and implementing effective programs
  • Strong technical and analytical capabilities
  • Knowledge of adult learning theory and instructional design principles
  • Excellent observation, evaluation, coaching, and feedback skills
  • Proficient in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint)

Responsibilities:

As the full-time Technical Trainer, the candidate will be responsible for the following:

  • Implementing technical training programs tailored to meet organizational needs
  • Developing training materials in accordance with company procedures, regulatory guidelines, and industry “best practices”, including training handbooks, job aids, models, multimedia visual aids, computer and web-based tutorials, and standard operating procedures
  • Utilizing the Learning Management System (LMS) to set up instructor-led training, test eLearning, record attendance, and query reports on completion
  • Conducting training sessions in a multitude of settings and using various platforms to engage students best while maximizing efficiency
  • Assessing the effectiveness of training programs and making improvements based on feedback and results
  • Managing training resources, ensuring all materials and equipment are up-to-date and in good working condition
  • Staying informed about the latest technological trends and advancements by attending regular meetings, conferences, and seminars to incorporate into training programs and the training needs of end users
  • Evaluating trainee performance, providing feedback, and offering assistance to enhance their technical competencies
  • Conducting field inspections to evaluate employee and contractor knowledge, skills, and performance to ensure compliance with company and/or regulatory policies, procedures, standards, etc.
  • Evaluating, recommending, and initiating changes to the Operator Qualification training and other programs designed to instill and reinforce critical competencies and ensure compliance with all federal, state, and local regulations
  • Actively participating in outreach drills
  • Support the development and management of associated capital and Operation and Maintenance (O&M) budgets
  • Assist in creating and maintaining O&M and corporate standards and related work procedures
  • Communicating and coordinating with the President & CEO; managers; colleagues; customers; vendors; consultants; other utilities; local, county, and state agencies; contractors; and utility inspectors
  • Ability to work effectively under pressure and meet deadlines with limited supervision
  • Traveling as required, with a valid driver’s license
  • Performing other related duties as assigned

Special Working Conditions:

  • Overtime when necessary to complete the job or when requested to respond to emergencies and to assist the Incident Command Structure as needed
  • Must be able to work in inclement conditions or areas of rough terrain
  • The incumbent must have and maintain a valid driver’s license
  • Subject to random drug and alcohol testing

Responsibilities:

As the System Engineer (Electric Distribution) Level I & Level II, the candidate's responsibilities will involve both office and field work involvement and include:

  • Collaborate with internal departments and external engineering firms to create short-term and long-range plans for enhancing the electric distribution facility improvement plan.
     
  • Perform system coordination studies and provide protective device settings for fault-isolating equipment within the distribution system.
     
  • Research and devise strategies to leverage the fiber infrastructure to create a more robust electric distribution system, including distribution automation.
     
  • Assist in the planning, designing, and mapping of new fiber infrastructure in conjunction with the electric system.
     
  • Develop predictive maintenance programs utilizing advanced technologies such as drones, various software, and SCADA systems.
     
  • Develop preventive maintenance routines and schedules for electrical equipment distribution, following industry best practices, NETA recommendations, and manufacturers’ O&M manuals.
     
  • Assume the role of project manager for large-scale Distribution and Transmission projects.
     
  • Review, modify, and interconnect all Alternative Energy Systems interconnected to Tri-County REC’s distribution system.
     
  • Provide support for the Cooperative's two-way metering AMI system(s), including load management. Implement initiatives to maximize their capabilities and develop report analysis.
     
  • Perform other related work as assigned.
