C&T Enterprises, Inc. (C&T) provides shared management and support services to its parent electric cooperatives, their telecommunications affiliates, and its utility subsidiaries. We are currently seeking a full-time Outside Plant Fiber Engineering Technician to join our team.

Location: This position will be located at the Tri-County Rural Electric Cooperative (REC) headquarters in Mansfield, PA.

Reporting Structure: This position reports to the Outside Fiber Plant Engineer for Tri-County REC.

Primary Function: This position is responsible for surveying and designing new and existing Tri-County REC fiber optic facilities. This includes the selection and design of the best routes for new and existing Tri-County REC members. This position will include the responsibility of evaluating and drafting small line sections and fiber drops in a Geographic Information System (GIS). Fieldwork and site visits are expected daily in this position. Working with local and state municipalities, as well as private entities, to acquire road permits, easements, and pole attachments necessary to complete Outside Plant (OSP) projects will be required. Communicating clearly and often with various other departments within the Tri-County REC and Tri-Co Connections organization is a priority.

Qualifications and Skills:

To be successful in this role, the candidate should have the following qualifications and skills:

  • Technical school or high school diploma
  • Associate’s degree in engineering, telecommunications, or applied mathematics is preferred
  • Must be familiar with or able to learn, Rural Utilities Service (RUS) construction specifications within six months of hire
  • Knowledge of National Electric Code (NEC) and National Electric Safety Code (NESC)
  • Experience in Gigabit Passive Optical Network (GPON) and fiber‑to‑the‑home (FTTH) technologies
  • Understanding of basic surveying techniques
  • Knowledge of right of way, private easement, and permitting with local, state, and federal entities
  • Strong written and verbal communication skills, with the ability to build effective relationships in person and over the phone with members, subscribers, colleagues, contractors, vendors, consultants, partner organizations, and the general public
  • Motivated self-starter with excellent organizational and time management skills
  • Ability to work independently and balance multiple duties and priorities simultaneously
  • Ability to work effectively under pressure and meet deadlines with limited supervision
  • Ethics: Demonstrates respect for a diverse workforce and internal/external constituents, keeps commitments, accepts responsibility for actions, inspires trust, works with integrity, and upholds organizational values
  • Confidentiality: Maintains discretion and confidentiality in dealing with member and subscriber information and records

Responsibilities:

As the Outside Plant Fiber Engineering Technician, the candidate will be responsible for the following:

  • Fiber staking and pole surveying
  • Evaluating new and existing member OSP fiber installations, modifications, and service issues
  • Field evaluation of fiber maintenance projects such as transfers, line moves, Department of Transportation (DOT) projects, and other associated work
  • Entering pertinent data into GIS system after survey completion
  • Completing all necessary paperwork, including staking sheets, picking sheets, right‑of‑way documentation, pole attachments, permits, and cost estimates
  • Communicating project updates between engineer team, contractors, customer service departments
  • Traveling as required, with a valid driver’s license
  • Performing other duties as needed to support the goals of Tri-County REC and Tri-Co Connections

Special Working Conditions:

  • This position requires independent travel—sometimes after hours (including overtime) and/or for extended periods—to various locations within and outside the Cooperative’s service territory, including for site visits, training or meetings, public interactions, and responding to emergencies by dispatching or assisting crews
  • Must be able to work in inclement conditions or areas of rough terrain

  • A bachelor's degree in electrical engineering, electrical technology, or mechanical engineering, along with relevant industry knowledge.
     
  • Recent engineering graduates with a related 4-year degree and a strong desire to learn the electric distribution cooperative business are encouraged to apply.
     
  • Applies problem-solving skills to identify and utilize basic troubleshooting techniques to promptly resolve issues, demonstrating the ability to balance multiple duties and priorities.
     
  • Utilizes excellent communication skills to effectively interact with colleagues, contractors, utility inspectors, vendors, and consultants.  
     
  • Ethics: Demonstrates respect for a diverse workforce and internal/external constituents, keeps commitments, accepts responsibility for actions, inspires trust, works with integrity, and upholds organizational values.

Responsibilities:

As the System Engineer (Electric Distribution) Level I & Level II, the candidate's responsibilities will involve both office and field work involvement and include:

  • Collaborate with internal departments and external engineering firms to create short-term and long-range plans for enhancing the electric distribution facility improvement plan.
     
  • Perform system coordination studies and provide protective device settings for fault-isolating equipment within the distribution system.
     
  • Research and devise strategies to leverage the fiber infrastructure to create a more robust electric distribution system, including distribution automation.
     
  • Assist in the planning, designing, and mapping of new fiber infrastructure in conjunction with the electric system.
     
  • Develop predictive maintenance programs utilizing advanced technologies such as drones, various software, and SCADA systems.
     
  • Develop preventive maintenance routines and schedules for electrical equipment distribution, following industry best practices, NETA recommendations, and manufacturers’ O&M manuals.
     
  • Assume the role of project manager for large-scale Distribution and Transmission projects.
     
  • Review, modify, and interconnect all Alternative Energy Systems interconnected to Tri-County REC’s distribution system.
     
  • Provide support for the Cooperative's two-way metering AMI system(s), including load management. Implement initiatives to maximize their capabilities and develop report analysis.
     
  • Perform other related work as assigned.
