C&T Enterprises, Inc. will receive letters of interest for the position of Journeyman Line Technician at
Claverack Rural Electric Cooperative (REC).

Location: The position will be located at Claverack REC’s Montrose District in Montrose, PA.

Reporting Structure: The position will report to the Manager of Field Operations/Crew Chief at Claverack REC.

Supervises: Line Technicians and Apprentice Line Technicians (when assigned)

Primary Responsibilities: Safely perform, or direct the safe performance of, maintenance, operation, and construction work on distribution lines and apparatus in compliance with established safety procedures, applicable codes, company policies, plans, and objectives. Respond to trouble calls and restore service during outages. Perform work on energized lines using approved rubber gloving and hot-stick methods. Install and maintain Cooperative substation equipment. Maintain positive employee relations and promote goodwill between the Cooperative and its members.

Qualifications and Skills:

To be successful in this role, the candidate should have the following qualifications and skills:

  • High school diploma or G.E.D
  • Two-year technical certificate (preferred)
  • Practical working knowledge of the electric distribution system, including substations and all related equipment
  • Demonstrated knowledge with electrical safety rules and policies, principles of supervision, and effective customer relations
  • Demonstrated experience in electric distribution line work sufficient to meet the qualifications of a Journeyman Line Technician
  • Familiarity with the regulations and standards of the following organizations:
    • National Electrical Code (NEC)
    • National Electrical Safety Code (NESC)
    • Occupational Safety and Health Administration (OSHA)
    • Pennsylvania Department of Transportation (PennDOT)
    • Pennsylvania Department of Conservation and Natural Resources (DCNR)
    • Pennsylvania Department of Environmental Protection (DEP)
  • Practical working knowledge of all Rural Utilities Service (RUS) construction specifications, construction materials, devices, and machinery
  • Strong commitment to safety, with comprehensive knowledge of and adherence to the Cooperative’s Safety Rules, OSHA standards, and state vehicle codes to advise and direct employees as needed
  • Mental capabilities, muscular coordination, and stamina to safely perform all phases of the job under all weather conditions
  • Demonstrates personal skills and behaviors that promote effective teamwork, efficient work processes, and the ability to complete assigned tasks thoroughly
  • Demonstrates the ability to communicate effectively with members, contractors, utilities, local agencies, and the general public, including professionally addressing member questions and concerns

General Responsibilities:

As the Journeyman Line Technician, the candidate's responsibilities will include:

  • Communicating and coordinating with employees to exchange information necessary for the safe, efficient, and reliable operation of the Cooperative
  • Being alert in the observation of hazards and prevention of accidents
  • Performing maintenance and construction work on energized and de‑energized distribution lines and apparatus—both overhead and underground—in a safe and workmanlike manner, using required personal protective equipment in support of the Cooperative’s electrical system
  • Performing work on energized lines using approved rubber gloving and hot‑stick methods in accordance with the Cooperative’s Safe Work Practices
  • Maintaining working knowledge of all Cooperative safety rules, Rural Utilities Service (RUS) construction specifications, and applicable state vehicle codes to advise and direct employees as needed
  • Providing supervision, training, support, and guidance to employees reporting to the position
  • Operating trucks and associated hydraulic equipment, including buckets, diggers, and power and hand tools, as required
  • Performing the duties of all job classifications below that of Journeyman Line Technician
  • Maintaining familiarity with the Cooperative’s distribution system and demonstrating the ability to read, interpret, and understand system maps to effectively operate the system and restore power during emergencies
  • Troubleshooting and repairing all Cooperative primary and secondary lines during outages, including work performed during and after normal business hours
  • Conducting tailboard safety meetings as required
  • Performing voltage checks and installing voltage recorders as needed
  • Participating in the rotating on‑call schedule to respond to after‑hours emergencies
  • Completing day‑to‑day paperwork and timesheets in the absence of the Crew Chief
  • Serving as acting Crew Chief in the Crew Chief’s absence
  • Performing other related work as assigned

Special Working Conditions:

  • Must be able to work in all weather conditions, including nights and/or weekends, as required to respond to outages, emergencies, and scheduled after‑hours work
  • Must maintain a valid Commercial Driver’s License (CDL), as well as current CPR and First Aid certifications
  •  Occasional overnight travel is required

  • A bachelor's degree in electrical engineering, electrical technology, or mechanical engineering, along with relevant industry knowledge.
     
  • Recent engineering graduates with a related 4-year degree and a strong desire to learn the electric distribution cooperative business are encouraged to apply.
     
  • Applies problem-solving skills to identify and utilize basic troubleshooting techniques to promptly resolve issues, demonstrating the ability to balance multiple duties and priorities.
     
  • Utilizes excellent communication skills to effectively interact with colleagues, contractors, utility inspectors, vendors, and consultants.

Responsibilities:

As the System Engineer (Electric Distribution) Level I & Level II, the candidate's responsibilities will involve both office and field work involvement and include:

  • Collaborate with internal departments and external engineering firms to create short-term and long-range plans for enhancing the electric distribution facility improvement plan.
     
  • Perform system coordination studies and provide protective device settings for fault-isolating equipment within the distribution system.
     
  • Research and devise strategies to leverage the fiber infrastructure to create a more robust electric distribution system, including distribution automation.
     
  • Assist in the planning, designing, and mapping of new fiber infrastructure in conjunction with the electric system.
     
  • Develop predictive maintenance programs utilizing advanced technologies such as drones, various software, and SCADA systems.
     
  • Develop preventive maintenance routines and schedules for electrical equipment distribution, following industry best practices, NETA recommendations, and manufacturers’ O&M manuals.
     
  • Assume the role of project manager for large-scale Distribution and Transmission projects.
     
  • Review, modify, and interconnect all Alternative Energy Systems interconnected to Tri-County REC’s distribution system.
     
  • Provide support for the Cooperative's two-way metering AMI system(s), including load management. Implement initiatives to maximize their capabilities and develop report analysis.
     
  • Perform other related work as assigned.

Location: The position will be located at the Tri-County Rural Electric Cooperative headquarters in Mansfield, PA.

Primary Function: To provide prompt, courteous and accurate information to members/customers on billing questions and service problems on the telephone. Dispatch outages, fiber optic problems, and other service problems to crews.

Qualifications and Skills:

To be successful in this role, the candidate should possess the following qualifications and skills:

  • High School Diploma or equivalent
  • 1 year of customer service experience
  • Problem-solving skills: Ability to identify and resolve problems promptly, gather and analyze information, generate creative solutions, and demonstrate attention to detail
  • Technical skills: Proficiency with basic office computer and software applications (i.e., Microsoft Word and Excel)
  • Strong communication and relationship-building skills: Ability to write clearly and informatively, adapt writing style to meet different audiences, and effectively communicate with internal and external stakeholders
  • Ethics: Demonstrates respect for a diverse workforce and internal/external constituents, keeps commitments, accepts responsibility for actions, inspires trust, works with integrity, and upholds organizational values
  • Confidentiality: Maintains discretion and confidentiality in dealing with sensitive and personal matters related to the function
  • Sales knowledge (preferred)
  • Familiarity with IVUE/OMS or other call center-related software programs (preferred)
  • Experience operating a two-way radio (preferred)

Responsibilities:

As the Part-Time Call Center Operator, the candidate will be responsible for the following:

  • Answering all incoming calls
  • Responding to caller's inquiries regarding billing or service concerns
  • Taking messages, entering service orders, and typing dispatch logs for each company
  • Dispatching and informing of outage or trouble calls to the appropriate service crew(s)
  • Ensuring all calls are transferred to the Call Center or respective offices when necessary
  • Handling outbound and inbound fiber sales calls, Collection calls, and Paperwork Calls for companies
  • Assisting Call Center Management and other departments with any jobs that they need help with
  • Reading the procedure books monthly to stay abreast of new procedures
  • Performing other duties assigned to meet the organization's needs and proper management practices

Special Working Conditions:

Ability to work any time of the day or night. May be required to be on call. Work schedule subject to change.
